I ESC is seeking consultants for the Skills for Better Jobs (C1.2) programme that aims to foster a mindset of service delivery among training institutions, with a focus on employers as ultimate clients, and better jobs for their trainees as ultimate outcomes, through providing demand-responsive and better-quality training. This position is contingent upon IESC winning the award. Candidates should be available to join the programme expected in September 2025. We will consider applications on a rolling basis and encourage early submissions.
Team Leader
Roles and Responsibilities
· Manage the technical assistance (TA) delivery from start to finish;
· Leads the technical assistance team, responsible for overall implementation, results, and management;
· Provide technical leadership across all aspects of TA implementation including partner and sector identification, development of Industry-linkage development plans (ILDPs), training development, among others;
· Serves as the primary point of contact with the MLVT and World Bank with regard to all implementation and management matters relating to the TA;
· Provides managerial and technical support throughout the implementation, including management of personnel and partners;
· Ensures that the activities and results are implemented in a timely manner, achieving identified targets and within the approved budget.
Minimum Qualifications
· Graduate degree (MSc.MA/MBA) in Business, management, education or related or a track record of holding positions requiring a graduate-degree level of knowledge and competencies;
· At least 10 years’ experience managing similar projects in other countries (higher middle-income);
· At least 7 years of proven experience in managing projects in other middle income countries; and
· Significant, proven success in the implementation and management of TVET improvement projects and similar or related programs and services.
· Ability to adopt new strategies to ensure better quality of project implementation
· Excellent project and people management skills, including demonstrated cultural competency to manage diverse teams and engage stakeholders in complex and multicultural settings.

· Excellent fluency in English
