Job Description

Base pay range $125,905.00/yr - $153,641.00/yr Responsibilities Provide legal advice to the NYS Thruway Authority (NYSTA) on various subject matters, primarily assigned to procurement and contract management matters. Work closely with NYSTA employees, New York State entities (Office of the Attorney General, Office of the State Comptroller, Department of Transportation, Office of General Services, Empire State Development Corporation, and others), Federal Highway Administration, and the general public. Coordinate with other NYSTA departments, division offices, and other involved State, federal, municipal, private, and not-for-profit entities. Conduct legal research, draft memoranda, and provide legal advice regarding procurements and contracts, and compliance with State and federal laws and regulations. Represent NYSTA in contract negotiations, debriefings, vendor responsibility hearings, and meetings with contractors concerning contract compliance. Negotiate, draft, and review legal documents including, but not limited to, requests for proposals, requests for qualifications, contracts, agreements, permits, approvals, and intergovernmental agreements between NYSTA and other State entities. Determine contractual rights and obligations, resolve contract disputes, and respond to procurement protests affecting NYSTA. Analyze legislative proposals related to procurements and various operational issues affecting NYSTA. Provide counsel to NYSTA Departments on NYSTA operations and projects, including but not limited to, compliance with State and federal statutes and regulations, bridges, service areas, cell towers, and all-electronic tolling. Assist with the drafting and implementation of new policies and procedures regarding procurements and other agreements. Respond to NYSTA related emergencies. Additional duties assigned by the General Counsel, First Deputy General Counsel, and/or Executive Staff. Qualifications Minimum Qualifications Candidates must have been admitted to the New York State Bar and have a current Attorney License in good standing and have five years of experience. In addition to five years of progressively responsible experience in the practice of law subsequent to the admission to the Bar, the candidate must demonstrate exceptional writing skills, the ability to perform complex research and analysis, and summarize and communicate highly complex and significant matters to various audiences. The ideal candidate will have experience in one or more of the following areas: Familiarity with New York State laws and regulations, especially those relevant to public authorities, transportation, procurement, Minority and Women-Owned Businesses. Contract review and negotiation Regulatory compliance Strong legal research, writing, and analytical skills Excellent judgment and ability to assess legal risk High level of integrity and professional ethics Strong interpersonal and communication skills, with the ability to work effectively with stakeholders, including state agencies and external counsel Ability to manage multiple priorities and meet deadlines in a fast-paced environment Familiarity with the legal and regulatory landscape of the transportation/highway industry Proficiency with legal research tools and contract management systems Additional Information This is an Exempt, Management Confidential position that does not gain tenure. The incumbent of this role will serve at will to the appointing authority.
